I appears as though you already have enough room and the furniture down here to have another bedroom. Plus it wouldn't be too much trouble for a plumber to install another bathroom since you already have laundry facilities here, too. Therefore, it seems to me that if you have the budget, the person with chrohns disease could have their own private living area down here in the basement. There is already insulation up, just add sheetrock, tape and float, paint and carpet or add a rug to the floor. Bring down a bed and a sofa and you'll have a mini apartment (minus the kitchen.
